What: Very cold wind chills of 8 below to 16 below in the valleys, and 10 below to 20 below on the ridges. Where: Portions of north-central and western Maryland, northwest Virginia, and eastern West Virginia. When: From 10 PM this evening to 1 PM EST Sunday. Impacts: The cold weather could result in hypothermia or frostbite if precautions are not taken
